Martyn's Law Level 2 (VTQ)

The Terrorism (Protection of Premises) Act 2025, also referred to as Martyn’s Law, is a significant piece of legislation aimed at strengthening the UK’s resilience against terrorism. Named in honour of Martyn Hett, a victim of the Manchester Arena attack, it pays tribute not only to him but also to the resilience shown by the city of Manchester and campaigners like Figen Murray, Martyn's mother, who tirelessly advocated for improved security measures.

This law mandates public venues and spaces to enhance their security preparedness, acknowledging the ongoing and evolving threat of terrorism in the UK. It reflects a proactive approach to security and safety, aiming to offer better protection to the public.

Key aspects of Martyn's Law include a tiered model of compliance tailored to the capacity and activities of venues. For venues with a capacity of over 200 people, the law mandates simple measures such as staff training and the creation of preparedness plans. Larger venues accommodating more than 800 people face more stringent requirements, including conducting risk assessments and developing comprehensive security plans.

To ensure compliance, the government plans to establish an inspection and enforcement regime, supporting a cultural shift towards security and delivering fair sanctions for breaches. Additionally, statutory guidance and tailored support will be provided to assist venues in fulfilling their duties effectively. Venues can also access expert advice and training through ProtectUK, the online protective security hub.

Martyn's Law sets a precedent for action against terrorism worldwide, highlighting the government's commitment to protecting the public and the collective responsibility of communities and businesses to enhance safety measures in public spaces.

The Terrorism (Protection of Premises) Act 2025 is now law. However, compliance is not intended to be onerous and is designed to align with existing health and safety obligations.

Protect UK strongly encourage public and private sector organisations to 'enhance first aid preparedness and response planning, so it takes into account the likely injuries which can be the result of a malicious event, such as a terrorist attack'.

The scope of premises and events included in Martyn's Law is very broad and includes retail, hospitality, entertainment and more. The Act will establish a tiered model based on the principal activity and having a public capacity of over 200.

How It Works:

1. We sell access keycodes to ProTrainings online courses up to 25% below the RRP. Order the number of access keycodes you need for each course like any other product from Eureka, checking out and completing your order as you normally would. You will need to order one keycode per course, per person. Keycodes can only be redeemed once and only work for the course specified.

2. When you have completed your order, we will email you with:

• A link to the training portal
• Your keycode(s) for the courses ordered
• A PDF of what to do next

3. If necessary, you can then distribute keycode(s) to other learners as required, or use the keycode(s) yourself if the training is for you. Remember, keycodes can only be redeemed once and only work for the course specified.

4. Learners can then sign up using the link to the training portal, www.protrainings.uk/signup/eureka. Each learner needs their own personal account so certificates and training records are correct. Redeem keycodes by entering a keycode in the ‘Key or Referral Code’ box as part of the sign up form. This will then make the relevant course for that keycode appear on the training dashboard when first logging in.

5. If you already have a login or have multiple courses you wish to appear in your training dashboard, you can redeem more keycodes easily by clicking the ‘Redeem Keycode’ link when logged in. Adding a new keycode in here will then add the relevant course to your training dashboard.

6. Once you have signed up on the ProTrainings portal, all of the administration, including saving progress, training records, issuing certificates and access to the material, is stored within your training login. This is on the ProTrainings system and is separate to the eureka website. The portal is simple and intuitive to use. 7. All learners have ongoing access to training materials after completion of the course for several months, with the option of weekly training emails delivered straight to your inbox to keep your knowledge up to date and demonstrate ongoing learning.
